Vedic astrology answers "what" from the birth chart and "when" from two other mechanisms: dashas and transits. A chart on its own is a map with no clock; these are the clock.
A dasha is a planetary period running on an internal schedule set at your birth. Vimshottari, the system almost all modern Indian practice uses, divides a notional 120 years among the nine grahas in fixed proportions, and where you enter that cycle is decided by exactly how far the Moon had travelled into its nakshatra when you were born. That is why the dasha calculator needs a precise birth time in a way the Moon sign does not — an hour of error shifts every subsequent period by roughly a month, and the errors accumulate down the sequence.
A transit is the opposite: the planets where they actually are today, measured against your birth positions. Sade Sati is the best-known one — Saturn crossing the three signs centred on your natal Moon, about seven and a half years in three phases. Dashas and transits are read together; a difficult transit during a supportive dasha is not the same as one during a hard dasha.
